NorCalCoug contacted Ford years ago and asked for production information. Essentially, they did not have production numbers per model or specific feature, but simply annual cougar numbers.
The original post from 2005 NorCalCoug posted this in is no longer around but I had quoted it a few years later in another thread. Here's the info:

Posted a while back:

Dear Mike,

Thank you for your message of 10/1/04 regarding your 2001 Mercury Cougar. We appreciate the time you have taken to request the production figures for the Mercury Cougar vehicles.

It is always a pleasure to hear from our Cougar family members. The Cougar's comfort and versatility makes it a perfect fit for buyers with active lifestyles. Cougar's seats combine comfort, practicality and a sporty appearance.

Please note, since 1946 Ford calculates its production figures solely by Body Style, not by vehicle content options. There are far too many different vehicle content options that the customer may choose at time of original ordering, which is far too numerous to calculate and to document on a year to year basis.

For your records the total number of production are as under.

Year - Total Vehicles Manufactured

1999 - 88,288
2000 - 44,935
2001 - 25,044
2002 - 18,321

Regrettably, we will not be able to confirm the total number of Mercury Cougar vehicles sold in Europe during the period from 1999 to 2002

Unfortunately, Ford was unable to get me anything more detailed, as I wanted to know colors, as well as other options sold in europe not otherwise listed.

One more bit of information to add to this, found on Ford's press site, regarding the 2002 XR edition:

The Cougar XR will be available in October 2001 with a showroom-equipped MSRP of $18,945 for manual transmission and $19,940 for automatic. Production is limited to 3,000.

Sorry if I bring up this old topic ...

This can not be correct. On March 16, 1998 the first serial cougar rolled off the assembly line and the last Cougar was definitly produced on August 31, 2002 ... so where the figure on 2003 came from?

My figures of total produced Cougars are directly from the Ford Motor Company. I had a long correspondence with Ford in 2008 and they told me everything in full. Unfortunately i just didn't ask about the individual states.

For someone who is interested, here are the current figures from Germany (excluded the Cougars without license plate, such as ones in barns or at dealers)

In the US a few Cougar's were registered as 2003 model year vehicles, they were given away on "The Price Is Right" a gameshow here in the US.

US Auto makers also have rolling model years which usually tick over to the next year in early Summer when the plant shuts down for maintenance, so most of those "2003" vehicles were probably produced in July and August of 2002, but still registered as 2002 except for the gameshow cars, but for manufacturing tracking purposes were 2003 builds.

Volkswagen also did something similar, but backward, to this with the 2006 Jetta TDI. While the gasoline Jetta switched over to being a 2007 model year in June of 06, the TDI's were produced as 2006 MY vehicles until Dec. 31st 2006. This was because Tier 4 Diesel regulations went into effect here with the 2007 MY changeover. As such on January 1st the Jetta Plant in Mexico stopped production of TDI's for the US (And Canadian markets I believe) until the "Dirty Diesels" started production in 2008 as a 2009 model year car.
