What is the plug for that is in the middle of the headlight switch and the dimmer?

Thats the adjustment for the Euro headlights... it isn't active on the US Cougars. It allowed them to be adjusted horizontally. Some US Cougars still had the harness installed.

Edit: may be vertically, I don't recall...
