Any ideas on how to fix this? Colored wax? Was there when I bought the car and didn't ask to have dealer do anything about it.

ouuch. I feel your pain about that scratch... Looks like someone wasn't able to put the nozzle safely into the tank... Well, I guess the cheapest would be color wax. I have some scratches on my front bumper and I used color wax to make it look better -> look here
It's not perfect and you must wax it again pretty often, but it's cheaper than painting.

Try to hit it with some compound if the wax doesn't take care of it. Maybe some touch-up paint, but it looked like it was too much for a little touch-up paint.

Should I throw the compound underarm or overhand? How hard does it have to hit?

Actually, touchup would work. It's would just be really noticeable. I'm really worried about rust though. You can see the gray primer. Maybe I can get a body shop to fix it really cheap...
