I turn my car on and it jumps up too 2500 rpm and sits for a sec or two. It then starting rising to about 3300rpm slowly. It started dropping so i was happy until it jump back to about 2700rpm and rose to about 3000. it did this for about 30 secs then i turned it off. Now is this an extreme case of throttle hang?

Did you actually rev the motor to try and get it to stop, or did you just let it sit? Try revving or pushing in the brake. That usually works for me when my car is cold. But my car wont go that high, only to about 1500 for about 5 seconds, then stops.

well i had to go somewhere and it would still keep the rpms going to about 3300 even if i didnt have any throttle opened up. I was cruising at about 30 let go of the gas but the car continued to increase rpm levels.

Did RPM's ever drop really low? If so I would guess the IACV...

More than likely it's the IACV. Get it diagnosed.
