This is a accomplished by a Y pipe that Summit Racing sells. The pipe has one open end and an end with a cover that stays in place using wing nuts (meaning no tools necesary for the change over). You keep the cover on when you are driving around town, but when you hit the track, jack up the car, unscrew the wingnuts to take of the cover and your set up for the 1/4 mile. It comes in pipe sizes ranging from: 2 3/8" to 3 1/2" (cost for 3 1/2" is $32, anything below is $27). This is welded in place after your headers and before the Cat. Converter. For $27 I think this is a good way to add some power to your Cougar for the drags and have a street legal car at the same time. Below is a link to the 3" size. Part #s are SUM-G4820 2 3/8" SUM-G4821 2 1/2 SUM-G4822 3" SUM-G4823 3 1/2".

Also as info there is a muffler that has this same feature integrated into the muffler (of course this would be after the Cat. Converter) made by Warlock (I know nothing about there mufflers). Part #s are
BIG-50551 2 1/4" offset inlet/outlet & 2 1/2" bypass
BIG-50552 2 1/2" offset inlet/outlet & 2 1/2" bypass
BIG-50553 3" offset inlet/outlet & 3" bypass
All three are $65.00

One other thing Dynomax has a rebate program going on through Summit Racing.
$25.00 Rebate when you buy selected (almost all) Ultra Flow Mufflers, cat-back exhaust system, or a pair of headers.
Purchases must be made between May 1st and June 30th.
