I need to replace my 99 bumper because of a crack but i was wondering if i could fit the new rear bumper style on a 99??? Also i want to put the hollow coug head 02 grille on my 99. Will it fit??

You can change all bumpers (front and rear) with any 99+ cougar.

As far as the grill...it may need some modification...but not sure.

all bumpers are interchangeable. To put a 01/02 grill on a 99-00 you have to cut the pointy ends off...unless you switch out the headlights too.
