Sounds like blower motor resistor. When they fail, your blower motor will stay at one setting. Typically it is full blast.

I don't mean to go against the grain here and challenge the more knowledgable, but it doesn't sound like the resistor to me. As fett said when those go the only setting that works is the highest one. In sugar's case he's only getting the lowest speed, and if i'm reading right, the fan stays on in the rest of the settings but doesn't blow any harder. If it were the resistor, none but the highest would work. I would personally suspect a faulty switch or the blower motor itself. Is there anybody close to you that you can swap the hvac cluster with? Granted the resistor is inexpesive and easy to replace, so it wouldn't hurt to replace it anyways if you haven't already done so. But i'm just not convinced that's the problem.
