I am not going to disagree with you on it being ricey and pure useless but just from the pictures it looks like the work was done pretty well.
I never have understood doing something like this at all. Spend a ton of money to make your car look like something else, money which you will never see as return on investment. But I guess that is any modding really.

I wouldn't call it ricey, that's a term I usually associate with cheap stick on "performance" looking parts, bad paint jobs, cheap rims, stickers and really big buzzy exhausts.
I do agree that making a Cougar into an R8 (assuming) without any performance mods is completely useless, but it does take a lot of skill, money and time to pull off any car rebuild and to do it so it doesn't look like crap. That car looks to have been done very well, and is a show car, a "because I can" car. Not meant to be as powerful or sporty as an R8.
Other good examples are well done Fiero to Ferrari kits (like the one that was posted a while back), and classic car chops, and to a lesser extent, the CLK to SLR mod that too was posted a couple months ago. I think the big thing with people who do mods like these (and do it themsleves) is the "yeah I built that" factor. Doesn't make sense to all, but to some it does.

now granted this guy has significantly better taste than your average ricer, but it doesn't change what it is.
So why did he do it? I gotta guess that this is a side business for him. While its probably wildly optimistic to think he's going to sell any kits for this (the price of one of those headlights alone is a cost most people would scoff at for a full body kit), this has to be some amazing portfolio work for him. I'm sure this has attracted alot of business for him.
I am jealous that this guy was able to build a full scale mockup in his garage..... I don't even want to know how pissed the GF would be if tried pulling that.
I'm not so sure I'd call it all rice. I'd say the R8 badge on the steering wheel is superduper rice but the exterior looks great. You could potentially be calling everyone on the board a ricer for modifying their car to be something different than it was when they bought it. If you have to choose between a stock cougar and the R8 Cougar are you telling me you'd pick the stock cougar because the R8 Cougar looks fast but isn't?
If he had a primered R8 bumper and a shopping cart wing made out of a 2x4 then I'd call it rice.
