try looking thru the auto trader otherwise its a ford job im afraid! try the new forum not many use this regularly there is a member called black motley who has a cougar 2 with 18" wheels he may have a alloy he is willing to part with?

that price from Ford isn't too bad. Remember that there aren't a great deal of the Cougar2's about so they may do a deal on wheels. I am unsure if any of the other models in the Ford range (like the revised 2001 Mondeo) utilisd the same alloys then a specialist would be a cheaper option
