weld through primer isnt really needed for what youre doing. Weld through primer is more for like if you had to replace an entire quarter panel or rocker panel. Its a rustproofing measure you use when its going somewhere hard to get to with the rustproofing stuff later. Some manufacturers dont even want weld through primer used when repairing cars due to they feel it makes a non acceptable weld when complete.
Just weld your stuff in and paint it after.

Holy ****, I leave this thread unatended for 24 hours and it gets ten full-on replies? you guys Rock! thanks!

thanks for the new subframe links; Tasca parts among others sells them, but it was near and dear to me to practice my rust repair and welding skills; this project is really just an excuse to go buy a welding machine and have some fun

MMC757, thanks for the heads up on the bushings. they don't look in too bad a shape so I guess i'll just leave them be.

Jaged and B3NN3TT, thanks for the info on the sway bar. I've been eyeing a BAT sway bar for a while, but I'd rather not spend on aftermarket upgrades until the car is full-on sorted (it's still using an ATX and the car's been giving me low fuel pressure again today for instance). I figured I would grab Energy Suspension brackets with stock (17mm? am I reading this right?) bushings until I do grab a BAT sway bar, at which point i'll swap out the bushings for the proper size.

thanks for the advice on the primer, Rooster. I think I may have betrayed my newbie status with that question!

I'll be updating the OP shortly with all this new stuff!

Google says you may be right. 99 Cougar uses a 15.6:1 steering ratio, the SVT is 14.5:1. I had no idea.
