Difference in 15" and 16"

Whats the difference in the 15" and 16":
For example the:
inner tie rod ends?!
Front Brakes?! (rotor are different sizes but the calipers are the same?!) The brackets?!

Well 15" wheels usually means you have a non-sport model. Which means you would have smaller brakes and most likely drums in the rear. Along with a couple other differences which can be found using the search button.

inner tie rod ends for a 15" run about $50

Calipers are the same...but are the brackets the same?!
meaning i could just get the brackets of a 16" put it on the 15" and get bigger rotors?!

Are the rack and pinoin the same or different?!

Calipers are the same, the brackets are different. Yes, you can get larger brackets and use the SVT rotors.

The steering rack is identical. It's the tie rods that are different.

How are they different? If I have a car that is converted to the 278mm brakes, do I need to use the 15" tie rods or the 16" tie rods?

INNER tie rods are different, since the OP stated the price difference. I honestly don't see why they WOULD be any different, but the price says otherwise, it seems.

Pretty sure the outer tie rods are all alike.
