Turn signals inop

99 COUGAR 2.0 A/T.
whats the 1st thing to check.they would work at times of and on for the last week or so,and a couple days back when it was 30 ish in the morning both sides worked fine for a couple miles then nothing.now they won't work whatsoever.was told by a tech i'n my service dept that it was more than likely the t/s switch in the column.i was thinking the t/s relay.what have you guys looked for in the past.anyone else had this problem?
