Need Help--Power Door Lock problems

My 2000 cougar's power door locks are dead. At first, it was just the power and I could lock my door with the key. But then it can not be locked even by key. So I took it to the dealer. They said the driver side actuator is broken and 25th fuse keeps blowing because of that. And they ask for 400 bucks to get it fixed. I thought it was too much for this. So I took it back and open the panel. But I could not take the actuator out. And the plug on the actuator could not be unplugged, either. How can I fix it? It seems there is no acutator on any website. Any suggestions?
