HELP! No Horn, No Cruise Control, and Airbag Light for 99!!

I have been getting the 1 flash airbag light on my dash since i bought the car used. Also the cruise control and horn either. I finnally got the time to replace the fuse for the cigarette lighter, and wanted to solve these problems while i was down there. The horn turns on during the car alarm so im confused. When replacing the cig. lighter fuse I noticed some cable dangling by itself, but i have no i iead what it is or what its even supposed to be going to if anything...

If someone could shed some light on this it would be really appreciated. Thanks again...

typically is cruise, horn and the airbag are not working the clock spring needs to be replaced ....

the horn that goes off when you lock it is a different horn all together. otherwise i would try what brapple said

is the electrical plug to the cruise control box plugged in properly?

if its not, obviously your cruise wont work, but it will also take out functionality of your horn [that suprised me when I removed the cruise. requires you to short pins one and five IIRC]

in the service repair manual its goes through the steps on diagnosting the horn. Check the relay, relay is ok. Then check the voltage where relay plugs into, its ok. Then check resistance on the stearing wheel...after doing the steps the conclusion that the manual gave me is replace the side airbag. I dont have any spare side airbags laying around at home (or cash for one for that matter)...any ideas?
