13k on a 9 year old car isnt unreasonable, afterall my grandfather when he died gave my dad his truck which was purchased in 1980, it was a 1980 f150 with an f250 frame under it and a 351 Cleveland 4spd man and today (38 years old) it only has 51,xxx on it...

There's another possibility for a 9 year old car with low miles - the owner has more than one car at their disposal, and they choose to drive the other cars.
