basically, design/build a car that can get 100MPG, super low emissions(200g/mile of green house gasses) and be able to be produced(pass saftey regs, 10k units per year production capable, cost to make/sell)

Looks interesting. The emissions limit seems like a gimme if you hit the fuel economy requirement. At 100mpg, you should be able to get below half the 200 g/mi mark.
