NEWS about a cougar

So my friend went up to the test and tune at gateway tues and he saw a 99-02 cougar I think he said running 13.2 He said that it was a 3L SC with a 2 step and 4 drag radials on it. The guy lives in IL but just thought I would drop the info and see if you all have ever herd of this guy. Black ca.
