Black cougar, no spoiler, OLD Empire NECO sticker, on the Thruway driving south around 8 AM getting off at exit 23. Who was it that designed the old stickers?

I was driving my mom's dodo car - Hyuandai Accent - because she took my car to the tire place for me.

saw the same one today on wolf road around 12o'clock. i was driving a silver mx6 w/black/polished rims.
no wing,looked like 15's,trubendz catback...sounds really good,chrome headlights and newer rear bumper,z3 fenders
