i have an 02 cougar 35th anny. and wondering if these are electronic throttle because when i floor it at a stop, it's delayed for a second before the car goes. is there a way to make it so i can actually squeel the tires?

They are not electronically controlled. It's a throttle cable. If you have an ATX (automatic) that is your problem right there.

nope he meant throttle by wire. There is no cable connecting the pedal to the TB just electronic signals to an actuator(or what ever it is called) that a cable(atleast on the is300)comes out of and connects to the TB.

My 05 Corolla has it. Personally, I don't like it ... it's touchy at stop lights.

It is mostly based on throttle response and amount of torque the engine produces at low rpm. Clean your intakes and throttlebody. Optimize the throttlebody and get an open element air filter like a K&N as well as get rid of the stock airbox.
Then, replace your exhaust system with a more open exhaust system.

These mods will improve throttle response of any car, even with an ATX though the ATX in these cars is like the Anti-Christ of tuning.
