does the cougar come with a voltage regulator for the alternator? bcos i kno the mondeo in england did/does. and the couagr ahs the same engine so i dont know. im just wondering because if it does come with one i think the could be a solution to my problems

The cougar has an "internal" voltage regulator. Meaning its part of the alt, in actuallity it isnt internal its mounted on the outside of the alt. Its a small white or grey box that the 3 wire plug connects to if youve ever seen the alt.
And yes its a badly designed part prone to failure, and so is the connection to it. For me it was the plug connecting to the voltage regulator on the outside of the alt. The eletric signal was arcing across pins causing the fluxuation. The arcing left visable black marks inside the plug (on the wire harress side).
But its not a part you can change out ... as far as i know no one sells the VR seperately. Ron hinted that he had baught one seperately but hes got much better connections in eletronic parts than i do i think :)

not really.
You can just basicly see how the eletronics are working... look for fluxing in the power levels, or voltage drop at high RPMs.
What you would really need to test this is an amperage meter with a fast response. The ones auto zone use are slow and basicly provide an average.... you need to see the real time response. Anyway it gets more complex that its worth, if the alt charges the system and the car runs just be happy.
