I was actually just looking at this as well, and about to ask the same question ...
-What is needed inorder to put it into a cougar?
-Does this supply everything needed or just the block?

If you click on the contact us link and email them, you will get all the answer to all your questions, and quickly too. I've asked them many a question about building a 3L vs. going turbo, and they will be working with me to get final tuning taken care of on my 3L SVT Hybrid. The engines are short blocks, so it is just the block itself, it doesn't include all the extra accessories needed to make it run (which would be a long block if it did, as I understand).

Rick (Buckshot77) is an awsome guy, and who I went through to build my 3L. IIRC, after teaming w/ ADC he has cut back on how far he will build these engines. The shortblocks are prep'd to fit in Cougar's and Contours, he'll just need to know if you're keeping your 2.5L heads or installing either style of 3L heads. Email them for more info, but you'll want to search for more info on the various types of 3L swaps out there so you aren't asking 'stupid' questions. He also has a FAQ on his site, there is tons of good info here on NECO and on CEG as well.

BTW by 'stupid', I mean easily obtained info many people can answer for themselves with a few simple searches. Not trying to slam you at all.
