what do they do and does AEM or someone make one for our engines?

Advanced Engine Management.
They have a website. I'm not sure if they do. If so, it would be for a focus.

I know Steeda makes one, it's for the Focus, but I know people have installed it on the Cougar's Zetec with no problems. Installing a new fuel rail is only going to help you if you're putting larger injectors in, because it flows more fuel to the engine. It won't hurt anything if you put it in, but you probably won't see any difference performance-wise. On the other hand, the Steeda piece is chrome, and some people install it as part of doing engine dress-up.
What it boils down to is if you're looking for performance gains (and you're not installing more powerful injectors), there are definitely better ways to spend your money. If you're looking for aesthetics, go for it.

TurboTom was able to get 400whp out of his turbo'd Focus with the stock fuel rail, and the Focus has the same fuel rail as ours does. I could of sworn one guy here had the Steeda rail and he said it looked good and the car felt better with it on. Can't remember who off hand.

Our fuel rail will supply enough fuel to most any size injector available. Your limitation is the fuel pump at a certain point. Only certain cars benefit from fuel rails.
