So when I pull my E Brake absolutely nothing happens. It wont even hold the car in place on a very slight incline. So I am going to tighten it up. I havent gone out and looked at it yet so I figured Ide see if any of yall know how to tighten it up? Thanks.

Do you have drum brakes or disc in the rear?
EDIT: NM, I see you're rocking the Zetec, which means drums. The rear brakes may be entirely out of spec. You can adjust those by applying the brakes while rolling backwards. Use an empty parking lot to do this. Roll backwards and stop, about 10 times, and see if that changes anything. If not, you can try adjusting the cable, but a new set of rear brake shoes may be in order instead. Adjusting the cable usually causes more problems than it solves...
