Ive been having problems with my 2.5 motor and i was planning an 3.0 swap. I was wondering if there were any 3.0 motors in cali and if so, how do you get it smogged and will it pass? I get bugged about just changing my exhaust.

There most certainly are. But most of the 3.0 swaps are in Contours over there. Check CEG (http://www.contour.org)

it all depends on if you use 3l manifolds or 2.5l ones. it will work perfect with 2.5 but for 3.0 I have no clue.

Yes, I have a 3.0 manifold which i can use to test fit intakes for those who choose to use the 3.0 uim.
I would however recommend the 2.5L svt or max EH uim for best performance from your 3.0 engine.

its just a matter of time till i start my 3 liter hybrid cougar, dunno exactally how im gonna smog it but ill cross that road when i come to it.

3L Hybrid smogs fine in Cali. Even untuned, it runs cleaner than a 2.5 SVT.

If you search way back on this forum you'll see a post that DanG made showing that the 3.0L SVT Hybrid passed emissions with no problems with D.C. emissions testing.
