My chrome Cougar door sills are all scratched up, are these the replacement parts?

hmm i know cougars also had a black sort of grip-tape type sill too . . . momo makes aftermarket ones!

I think you need "Scuff plate bright" #9 (http://www.parts.com/partlocator/index.cfm?action=getLocator&siteid=213787&chapter=DR2LC99&appSectionid=51890&groupid=2706&subgroupid=4423&componentid=4061&make=23&model=Cougar&year=1999&graphicID=LC99800&callout=9&catalogid=2). The one you linked to (I believe) is the grey plastic peice that wraps over the carpet.
