None, period. Unless you are parked and even then it's questionable.

yeah, well, that's in VA. i don't know about NC though. i've seen some cars in NC running with them on though.

If there are red or blue you aren't suposed to have them on even in a parking lot. I have purple and use them in parking lots all the time and haven't had any troubles.
