I think I've solved the problem of installing OEM fogs on non-factory-fog cougs that have the wiring. I'm not too sure but this is what I've got so far. Please bear with my non-technical terms. I'm gonna start with you taking off the panel below the steering wheel.
First, make sure you have a fuse on the power distribution box (the engine compartment fuse box). It should be fuse number 8, 20 amps (it's the one on the lower right).
Second, you've gotta replace the light switch with a foglight-capable switch. You'll know it's right cuz it's orange, it has the letters "95BG 11654 FB" instead of 95BG 11654 EB" (notice, only the second to last letter changes to F, maybe for fog).
Third, you've gotta get a blue relay. This relay looks like the one on blue-relay.jpg. The wire coming off the blue relay goes to the relay connector (as i've called it). This is how it should look like once this step is done: blue-relay-with-connector.jpg. To give a zoom-out view, look at blue-relay-with-connector-attached.jpg. On that picture, the bottom part blurrly shown is the headlight switch piece.
Last, this is where I got stuck. You should see something like x-connector.jpg attached to the main wiring with black tape. See it? Take off the tape. Now, look at picture box-without-plug.jpg and follow the arrow. That's where the x-connector should go. Now, this next picture is blurry but look at the arrow on box-with-plug.jpg. That is how it should look like when you plug in the x-connector. Notice, though, that it is missing the wiring plug where you can attach the x-connector to. I had a lot of trouble looking for a possibly extra connector somewhere but couldn't find it. I know this is the last step. You plug in the x-connector into the box and that "plug" and it should work. However, I have no idea where that "plug" is at or if I have to wire that whole thing myself from the outside.
Any help with the electricians in the forum will be greatly appreciated. I really wanna install OEM fogs on my cougar and this is as far as I've gotten. My wife's got a coug with fogs, so that's how I was able to look back and forth and see the differences.
