I believe on ZXTuner you can get both cams, you have to install the vct to adj cam gear adapter think and I guess it would work.

there are two components within a cam profile that affects performance. Valve lift and duration. If I'm not mistaken, there are limits to lift ratios relative to the Zetec's valve train.....more specifically, the physical length of the intake/exhaust valves and the valve springs.
Considering that the Zetecs have dual overhead cams, you would do alright changing out the intake cam and using an adjustable cam gear to alter the cam duration on the exhaust cam. You'll have to disable the VCT though.

If you install adjustable cam gears, you'll need to use an adapter on the exhaust cam which will disable the VCT system.

cant you run the cougar in diagonostics mode and turn off the VCT?

Supposedly diagnosic mode will kill performance so any gains from eleminating the VCT and tuning the gears will be lost because the car is pulling timing and running real rich. The only way to run both cam gears is to use the VCT eliminator from zxtuner.com and get a chip to get rid of the cell.
