Electrical tape holding the fog light on?

On the back of my fog light, the rubber piece that seals the back of the bulb there is black electrical tape holding it on. Is this important to have? Seems like a kinda flimsy way of keeping it securely fastened.

No, you don't need the tape on there. The rubber seal will hold itself on. Just make sure you push it down all the way on to the fog lamp housing.
