I was at the car wash on the weekend, in Wasaga, and saw a guy rubbing what almost looked like chalk on his windows. Is this some form of polish or cleaner?

I can think of a few places I'd like to rub my caulk, but it isn't on the windows of my car, that's for sure ;)
