They're actually supposed to be there for that reason.
Only thing I can think of is either trying to take it to the dealership and show them or look for a spare set of headlights to replace those with. All of the 99-00's should have them.

I assume that you have a very old 1999 Cougar... the lights used to come that way then they made a change to them later in the 99 build year that included the metal cups.. I believe alot of the dealers replaced those assemblies due to your very problem when the car was still under warranty.. if you are still in an extended warranty or something put the lights back together (hopefully you have not painted yet) and seek a replacement ...

I broke mine off and used glue to hold them on, I was just wondering though, are they really necessary? They wouldn't be needed if you painted the headlights with a high temp paint and clear right?

The black cups were put there because, like stated, in the early model Cougars the boobies in the headlights acted like a magnifying glass to the sun and was melting the housings. Unfortunatly you can't just buy the cups, Ford only sells the headlight as one sealed unit.
I have seen a few members here who've gotten into front end accidents. You can make a post asking for them or try looking in junkyards.
