I want to start a Hawaii NECO

Is there any kind of permissions that i hwave to get to start my own NECO chapter. Hawaii doesn't have one yet. I would really love to have a car club down here.

Search around and see if there are other people from Hawaii that also want a NECO chapter. You can't just have a chapter all to yourself.

I beleive the requirements are:

Minimum of 3 or 4 interested members.
Select one as your "moderator".
Hold regular meets (or at least try to.)
Hold a "formation meeting", and get commitments from other people to run a chapter.

If I missed anything, fill in the blanks. This is what I remember from getting the AZ chapter last summer.

• All members of the local chapter must owner a Cougar!
• All members must be registered on NECO.
• Expect to dedicate and commit a fair amount of personal time to the club effort, both on a local and a national level.
• The core group of the local chapter must have at least 3 members.
• Have quarterly organized local meetings with at least 5 other members that have the same level of commitment to the car and the club as you.
• Be actively involved with the NECO resources i.e. message board, mailing list and information gathering.
• Have the ability (or someone in your club) to create and maintain a local chapter website.
