both. but if you have to choose. go with the tinted windows first.
Tint them windows ... that makes a huge appearnce differance!!! I mean HUGE!!

depends on where you go and quality of tint. make sure you find a place that can do the back window with one solid piece of tint. some of the cheaper places use two and there will be a line.

anyway... My windows cost me 125 to be tinted legal limits in nebraska with 3M metal tint guarenteed for life! BEST MOD YET!

i had 5% all around on my 99. i haven't gotten my 01's windows tinted yet. i want to get double 5%.
**** you should see norcalcoog or mercmobile they have like 25 on average... I will soon join their ranks!

just a lil helpful hint... instead of spending time fooling around with photoshop, its much easier just to go to the ACME License Maker (http://www.acme.com/licensemaker/) website and in 3 seconds, youve got your plate! :D
