Next time you clean your wheels, try waxing them. For cleaner I use Eagle One Never Dull. Its neat-o, I like it :)
Good luck,

For brake dust, you can eliminate this problem by switching to a pad like EBC greenstuff, or maybe Mintex pads. They are very low (if any!) dust pads.

DO NOT use wheel cleaners of any kind. They contain highly corrosive chemicals that if used excessively or frequently, can and will damage the coating on your wheels. Would you use wheel cleaner on your paint? Of course not. Treat your wheels the same way you treat your paint.
The best product is Simple Green, found at virtually any store. It's not corrsive and is an excellent cleaner. Find a good S.G./water blend that best suits you.
Using a wax of some kind will also help the cleaning process.
Different brake pads will help.
Keep an old towel handy and use it to wipe down your wheels daily. This will eliminate brake dust build up on your wheels.
Good luck. :)

Quik detailer also works good to help get brake dust off of wheels. ;) But I'm not sure what's better to use on chrome.

Here is some info on Never Dull by Eagle One. Its kinda hard to explain......it isnt a foam or spray cleaner.....it is like (trying to think) looks like......insulation maybe? Inside the can looks almost like a giant pice of cotton. You tear off a piece and "scrub, rub" with it to do the cleaning.....
Anyway, I really like it.

as far as i know, goo gone gets rid of everything!
also, i used this meguairs hot wheels spray and it dissolves all the brakes dust on the wheels without much scubbing, but if you get it on your rotors it kinda stains them (hence that corrosive stuff the other dude was talkin about)....
also, i have KVR pads in the front...much less brake dust than stock...
