problems with painting

i just re-painted my interior door handles and the section with the little cougar emblem is really sticky just like it was before. what am i doing wrong. what kind of paint should i be using?

after i put the paint on i waited till it was dry and put the clear coat on and instantly turned from a chrome paint to a grey. what the hell is going on. i have the duplicolor primer,base,and clear so they should all work together. this is driving me crazy. someone please help me.
