I have A 1999 Cougar V 6 manual trans i just bought. The only problem i am having with this awsome car is when i go to shift and the rpms are over 4 grand the rpms drop to 3500 and stick there before very slowly dropping back to idle.Or just reving it up it does the same thing i tryed everything. Someone please help me i dont know what else to do. Your help is very appreciated.

It's not a bug, it's a feature.

The "throttle hang" is metered by the Idle Air Control Valve to burn off any excess fuel and reduce emissions.

Many people, myself included, have fabricated an obstruction for the air feed tube that supplies the IACV, which all but eliminates this "phenomenon". Do a quick search for "Throttle Hang Fix" and see what happens.
