HOW DARK CAN WINDOW TINT BE IN IOWA?
Darkness of tint is measured by Visible Light Transmission percentage (VLT%). In Iowa, this percentage refers to percentage of visible light allowed in through the combination of film and the window.
• Windshield Non-reflective tint is allowed along the top of the windshield above the manufacturer's AS-1 line.
• Front Side Windows Must allow more than 70% of light in.
• Back Side Windows Any darkness can be used.
• Rear Window Any darkness can be used.

so by that bieng said you think as long as the break lights show up I'm good right???

. . .

I'm sure the laws regarding WINDOW TINT are absolutely, defintely, without a doubt, no questions asked, the exact same as the laws regarding OBSTRUCTING A SAFETY DEVICE SUCH AS YOUR TAIL LIGHTS.

Judging by your question i assume you want to put window tint on your tail lights? Well, don't. Instead, buy a product called Nite Shade (can't remember if that's how it was spelled or not). It comes in a spray can and is made for things like tail lights. Many members of this board has used it including yours truly. I have it on both my car and my truck. I really haven't drove my car since it was done but it's been on my trucks tails for about 2 years now and i have had no troubles.

Niteshades says:
"for off-road use only"

The taillights have reflective sections... Anything covering them ANYWHERE could be ticketable with the right (or wrong) cop... tint, tailight covers, niteshades...etc.

If any kind of taillight covers are illegal, I'm sure that is! But I speak for PA only.

if you are asking us "if i do this, will i never get ticketed for it?" you are asking the wrong question. cops (in my experience) no matter where you live will look for anything to give you a ticket for. do you think that by "blacking out" your reflective tail lights will not attract any attention?

bottom line, if you are concerned about getting pulled over for it, don't do it.

I used to be on the job hear in Iowa so take it for what it's worth. You can not use after market headlight and taillight covers at all if you have Iowa license plates. If you use night shade and get stopped for it, if you bought the car used you can always say it came that way.
