First of all post the codes!! maybe we can help you better!
You can go to Autozone and they'll check the codes for you for free!!
As for the cat con..you can get a hi-flow cat its cheaper than the OEM one!

I believe the cats are warrantied through 80,000 miles. Most 99-02 cars are FAR past that by now.
Hollowing out the cats is the best option. It's ostensibly free.
Headers will replace your stock precats. They are minimum $250 per set from msdsinc.com and perform better than anything.
Any exhaust shop should be able to weld in a high-flow cat in place of your large, main catalyst, underneath the car, for a nominal fee.
You could conceiveably do this all for less than $300. Buy a high-flow cat from eBay and take it to Midas and have them weld it in. Then do a search for "gutting precats" and follow those directions.

:D awesome tips im going 2 go ahead and gut the pre-cats, well, a friend of mine is lol. although i know about my engine fairly well, my friend is a licenced ford mechanic lol so hes gonna do that for me. eventualy i will get a high flow cat 2 replace the old one also, but as u said gutting the pre-cats is the best option, so i will go ahead and do that. anything else i need 2 know?

If your car is a 99 or 2000 (which it looks like it is), you will need to put MIL Eliminators on the lower oxygen sensors to keep the Check Engine Light away. The sensors will know that your precats are gone, and will throw a CEL until you jump the sensors with MIL Eliminators.
There are several diagrams around here on how to solder your own jumpers, with a couple of bucks worth of supplies from Radio Shack.
Or you can buy a set; they run about $40 each, and you need 2.
