they have the new xcal3 out know as far as i know they do not sale the xcal2 you can buy the xcal3 and the tunes from Nautilus Performance Group (http://www.nautilusperformance.com/)
if you want you can buy a XCAL2 from ebay and send it to sct to have it unlocked which is 150 and i beleive sct does not offer tunes for the cougar those are custom tunes

Isnt There Places Where I Can Buy One And It Comes With A Few Different Tunes For Free? And Is Nautilus The Only Place Internet Wise That Does Custom Cougar Tunes? And What If I Got The Prp, Could I Tune It Myself Or Is There Anyone On Here That Does It?

i beleive if you get the prp you can program the tunes how ever i do beleive you still need to dyno to get the measurements for the calibration. And as far as know NPG is the only place that has tryed and true tunes that can be sent to you via email.

what have you done to your car so far and what do you plan on doing:confused:??

Nautilus would be the place to go if you want a tune from someone that owns/drive/modifies a CDW27 based car ....

there is a dyno shop in Akron, OH that memebers of FCO use for dyno tunes.

Also Brenspeed in Indiana has tuned some contours with good results being that they are a Mustang place. And that is who I got my Xcal2 from, it was used and unlocked and ready to go as new, just no warrenty and no preloaded tunes.

I think the only time you get preloaded tunes is if you buy some sort of kit or performance package that comes with it.
