Two Issues

For the last few weeks I've been getting this:

Originally it was only happening when I ventured into the COOGA section (though if there was a link to a thread on the homepage, I could access it that way, just couldn't enter COOGA directly). This happened on two different computers. Tonight I was in the longue reading a thread and when I clicked to go to the second page, it happened again. I know I haven't been banned, so what's up with this?

Second issue/question, my email notifications for PM's used to be practically immediate, now they're off by several hours (if they come at all). Is anyone else having this problem, too?
