I did this photoshop a couple years ago off an online tutorial that someone here pointed out. Anyone remember where it might be? Someone I work with asked for it, and I could only remember some of the steps in creating it, but am sure I missed some.

i have no idea... but I'm 99% sure how it was done.

take the picture u want to photoshop and add the radial blur filter to it. change the settings in the filter to zoom and then play with the percentage of how much blur. there you go :)

Okay Goldie:
Easiest effect in the world... :)
- Open your image
- Duplicate it (cmd+J / ctrl+J) (for later... in case the effect on the image is too strong... you can gently erase the object (car?) to lessen the zoom/blur.
- Filter --> Blur --> Radial Blur. Set it to "zoom" and 100%. click ok.
- Apply the filter 2 or 3 more times, or as many times as you want (cmd+F / ctrl+F)

from what I remember, you duplicate the orig
take copy and delete all but the focal point
blur the orig (but don't think it was radial)
duplicate each layer
hide one of each
combine the two visible layers
do some other blur
blah blah blah
it went thru probably 15 - 20 steps

try what I and Devin said... its a lot easier and gets the same result ;) 15-20 steps is just way too many. lol!
