My friend just purchased an RSX with header's, intake, apexi full exhaust... He hasn't gone to the track yet because it was purchased yesterday (Wednesday November 28th) I'm saying he will be running 14.00's. Can anyone Concur?

Why? Cougar owners are not your best resource on the RSX, believe it or not.
But fine since you are too lazy to search (it took me ten seconds on club rsx) I'll tell you. Your friend should be able to hit a 14.5 if he can drive. If not he can realistically expect 15.0s.
