x cal2 help

ok just bought a used x cal 2 from ebay for about 100. know i have to ship it to sct to get it unlocked "or back to factorie" which is going to cost me another 150. when i was talking to the guy he said that it would be another 100 for a basic tune for my car.

know what i would like to know is

if the xcal is not lock do i still have to send it back to sct??
is their any one out there willing to help with the tunning??
