If your just looking for the switch(and not the whole panel) you can pick a new one up for 30$ from rock auto (http://www.rockauto.com/catalog/raframecatalog.php?make=MERCURY&year=2000&model=COUGAR)
Look under Electrical-Switch&Relay
then Headlight switch for all the different options
