Installing Gauge Bezel

Okay, well I've found some how to's on how to remove the gauge cluster, I have a 1999 cougar, is that window looking piece in front of the cluster glued on like the 01-02's, and will have to be cut off with a dremmel? Or is it held in by screws or something of that sort?
Also: I also have the white gauges with Blue/Green at night colors, I don't need to remove any of the stock bulbs when installing this right? It's just a remove old cluster and place this one?? Thanks in Advance.

lens is held in with tabs....no cutting needed.
most gauges come with there own lighting so stock bulbs are not needed
