Well . . .
As usual, there's a ton of qualifiers to determine this. There's a Contour SVT (mechanically identical) that ran a 13.47 all motor, but he was on drag slicks. I know of a 2.5L Cougar running a 13.2, thats also on slicks.
Our community tends to shy away from the dragstrip due to the enormous pain in the ass it is to get a solid launch out of our cars. The stock, open differential is also a fairly weak part of the car and is known to break under duress. People here tend to do more autocross type racing.
That being said, there's several extensive "builds" under way, all of which should see track time this year. Clearly all one can do at this point is speculate, but I think the bar is going to be raised - and the time lowered - for Cougars in the coming months.

Oh, you wanna bench race? We've got plenty of cars in the 350+ FWHP range. Well, perhaps not "we", most of the big-output stuff is on the Cougar's ugly step sister (Contour), but they're out there.
Mostly I'd say we have a different crowd than the SRT-4 forums though, like I said, most of the people here are primarily interested in autocrossing or track days.

Thats what I'm thinking. A generic 50-shot with no tuning on a slushbox sounds like a 15.4 all day long.

if youre talking top speeds, ive had my 3L up to 140 mph and had 2k rpm left to go, and thats a basic stock motor, i know there are others that are much faster

Well, there's my setup:
Supercharged 3L running close to 20psi, forged internals, full race PnP, air/water aftercooler, 150 shot, fully built tranny, full suspension, street driven. Should be a fun setup this year once she's done with the new paint...

Well, the fastest Cougar I've ever seen personally was estimated to be in low 13's untuned, timing by a watch. That was a 3.0L bottom end, 2.5L heads, touring car cams, LSD, Pro-M MAF, SVT UIM/LIM, etc, etc, and dynoed at about 235 at the wheels. Keep in mind, that's untuned.
My current build in the SVT Contour (Mechanically the same as the Cougar really) has an HMS tranny, Quaife LSD, 3.0L bottom end, 2.5L SVT top end, SVT cams, a little bit of other custom work, no tuning, and dynoed with a little over 200hp and 200tq. I've got a very special set of cams sitting around, (waiting word on some pistons and valves/valvesprings), alternator and power-steering pulleys, MAFterburner, and a handful of other goodies waiting to go in. Right now on the freeway racing older M3's, they get spanked. I've dusted Eclipses (OMG TURBO DUDE), all manner of teggies, a handful of scoobies, a few SRT-4's, and my favorite, late 90's Mustang GT's. I don't really seek out street races, so most of this is from a roll.
Generally, I will peg out the speedo at about 165mph, but the car still pulls a little more than the speedo will read, so even accounting for a percentage differential of error, it should still be in the 165+ mark. (Yes, my tires are rated for it.)
You can take a used Cougar (About $5k), get a used 3.0L motor (About $500), do the work yourself, buy a bunch of parts to go with it (About $1200), and end up with a decent fast car that surprises a lot of people, all for less than $8k. Liability only coverage on my 2001 Cougar and my 1999 SVT Contour costs me $58/mo.

and he can't prove it and neither can the new owner, so that claim is void.

But the car is street legal, i wouldn't really consider it a race car just because the interior is striped. Still seats 2, still drives on the street, and kicks some major NEON ass!

Pretty sure there's only one seat in it.
Also, just because a car is "street legal" doesn't make it a "street car". My definition of a street car is the ability to seat two people comfortably while being able to operate in all conditions. That means all the HVAC has to be intact, as well as some semblance of a stereo. I don't think that car meets any of those requirements.

BTW. "Stangkiller's" car ran those numbers with the full interior. I drove it and Wendy, GIGGLE can attest to it. If you notice it doesn't have the Nitrous on it anymore either. I'm trying to find the pictures of the direct port setup. He stripped it after the accident to turn it into a racer.

IIRC, its pretty rare.
The manual says "AC.. blah blah if equipped with the option" thus it seems they produced them w/o A/C. Plus, at ford they make a serpentine belt (Listed under cougar) that is for w/o ac. Examples, dunno. I would think maybe the option was so cheap no one got a cougar w/o it.
4 grand a year for insurance?!?!?!?! I have full coverage, I'm 20, and I pay $1600/year.
