Will the high flow cat bolt up with a 99 (V6)?

you have a two bolt, so only the test pipe would unless you have an atx. look under and see how many bolts the Y-pipe has.

In some cases like here in PA there is only visual emissions. There for you only have to have the emissions equipment on the car and its soposed to function....ex hollowing out the cats will make them not function any more...

What kind of difference is going to make If I hollow out the cat? How hard is it? i did it once on my jeep with a drill and knocked all the honeycomb out and that was it. How is it on these?

I would steer you away from just hollowing it out. I had to when my cat got clogged and drove it around for a while and then got a high flow on, noticable seat of the pants difference with it. You lose exhaust gas velocity and the scavanging effect because of the increase in volume in the cat.
The car sucked lowend to midrange and no difference in topend when the cat was gutted. I'd get the test pipe and just put your cat back in when you go to emissions.
