Has anyone with headers passed the VA inspections? Anticipating any problems? Don't you have to sign some kind of "off-road only" waiver to purchase the headers?

As long as the main catalytic converter is warmed up - drive around for 15 minutes before being tested ... if there is a line at the inspection station, keep the car running. The pre-cats in the stock exhaust manifolds are there to decrease cold start emissions. That is why they are located soo close to the engine. Once the main cat warms up, it is doing most of the work. Ray McNairy (old fart on CEG board - GOD rest his soul) actually passed CA emissions with NO catalytic converters ... NONE! Granted, he just barely passed due to some values being on the high side, but what do you expect from a car with absolutely no emissions equipment hooked up. Also, this won't be an issue because the 1999's are not tested until next year. Those that bought their 99 cougar in the fall of 98 may be up for emissions inspection this fall. I believe that new cars are exempt from the testing for 3 years ... someone correct me if I am wrong about this.
