I'd say the vac elbow is just getting a little dry-rotted and isn't holding any longer. Pop a new one on there; you can get them at any FLAPS.

They probably made the tolerances too loose during manufacturing, go to a local automotive store and buy some black RTV. Pull the vacuum line off and put some RTV all the way around the back part, then put the hose back on. I wouldn't suggest electric tape like that one guy, but after you put the RTV on (that will seal it so no air leaks), then maybe put a zip tie around the vacuum line to hold it on...
Vacuum leaks can cause all kinds of problems from engine lights, to carbon build up, to a surging idle, blah blah blah. Just fix it and be done with it. Don't start the engine until the RTV has dried though. It should take a whole 5 minutes to fix it doing what I just said!
