sounds like you may have some cable trouble. the emergency brake cables run down the outer edge of the undercarriage. there are rubber bushings on them in various places that are ribbed, for her pleasure. (her being the cougar) anyway, there are some clips and zip tie like things that hold them in place that look like they are bound to fail. one of mine had and the cable ended up rubbing the inside of my tire and making noise. should be pretty easy to spot. it's possible that maybe the one for the right is stuck or rusted and a shot or two of wd may be all the fix you need. conversely, you may need to replace the cable all together.
